John Mercer is serving a lengthy prison term for having killed his aunt and uncle. He is freed however by police and assigned to a special police squad that focuses on disorganizing organized crime. He is, in his own words, an assassin for the State and will be called upon to do anything that might be unlawful. Hoping to undertake one job and then be let go, Mercer soon finds himself on the hook indefinitely. He's assigned to keep an eye on an undercover cop who may have leaked information about a major police operation resulting in the death of a senior officer.

Jude Cassidy, a police mole and member of a notorious criminal family is acquitted of killing a black youth and Lenny urges him to seek the protection of the fixers. Jude is reluctant to agree and John is not happy to mind him. When Jude is left alone under Calum's care the John's suspicions are confirmed.

The team's next target is Albanian mobster Tarek Sukoli, but, rather than rub him out, Lenny aims to make an example of him to other gangsters by destroying his drug dealing and prostitution rackets. Unfortunately this all goes wrong after one of the prostitutes freed by Calum is killed, as is a drug-dealer shot by Sukoli's hench-man after John advised him to refuse doing business with the Albanian. In the end it looks as if they will have to kill him after all.

Lenny wants John to assassinate Scott Glover, who has been found Not Guilty of murdering a young woman, but John questions his boss's motives and decides to keep Glover alive and gain his confidence in order to ascertain the true nature of the case.

John is instructed to kill Richard Blakeney, who is at the centre of a group of corrupt judges and high-ranking police officers who regard themselves as being above the law. To infiltrate their circle he gets to know Georgie, Blakeney's personal hit-man, but then he is invited to join the gang.

Rose and John save Savanna Ford from the clutches of a vicious street gang who terrorise her estate and on whom she has informed. The gang is headed by drug pusher Clinton McSmith but he has also been prison visiting Leo Westbrook,who was involved in a paedophile ring and, acting on Savanna's information, John and Calum discover an empty house where runaway children are caged whilst in transit for the sex trade.

John and Calum rescue a young boy from paeophile Richard Hyde, who has bought him from the traffickers, and learn that a fresh cargo of children is coming in from Bulgaria. The operation is being master-minded from prison by Leo Westbrook, so the boys are sent inside as prisoners to kill him. Rose, posing as a woman anxious to buy a baby, meets McSmith, hoping to plant incriminating evidence on him, but he is murdered by a Bulgarian, whose cartel is aiming to take over the trade. MI6 man Symmonds is annoyed that the fixers are not targeting the Bulgarian kingpin but Rose strong-arms Hyde into telling her where the children from Bulgaria will be arriving and the group is intercepted.

Symmonds gets Lenny and the team to eliminate Gideon Stone, an international drug dealer who murdered three British soldiers out to arrest him in Afghanistan, a fact which strikes a chord with ex-soldier John, who knew one of them. John is wounded in a shoot-out with Stone and, as the group is technically unlawful and hospitals are off limits, desperate measures are called for. Lenny also discovers that Symmonds already knows Stone and has an ulterior motive for the task.

Rose is visited by Richard Millar, once a suspected rapist and killer of young girls in his science class. He was freed because Rose went underground to nail him and was accused of entrapment, thus ending her police career. He describes them both as being victims and so, anxious to catch him a second time ,she dates him and sleeps with him in his hotel. However the team trap him when he abducts Paula, a chambermaid from the hotel, and they exact their own justice,though Rose finds out that Lenny her ex-husband, lied to her all those years ago in order to convict Millar, and John too nearly falls into a honey trap set by Symmonds to show his superiority over the fixers.

John threatens Symmonds with a gun for setting him up but Lenny calms him down and gives him his new assignment. Cold-blooded killer Sean O'Driscoll has arrived from Dubai to mastermind a big robbery and is staying with his cage-fighter son Connor at Connor's fight club. John's martial arts skills gain Connor's confidence but Connor is scared of his father as they are both dating drug-addicted Gemma. Connor kills her to prevent her telling his father and then claims he did it as she was going to leave with John. John is forced to fight Connor but beats him to a pulp and finishes off his task. Lenny tells him that Connor will be charged with both deaths.

Greedy Vijay has paid hired assassin Supari to come to England from India and murder his infant cousin, Shakespeare,heir to a multi-million pound fortune which Vijay, as next of kin, will inherit. If the baby is killed, a vast gang war will occur and Supari's brother asks the fixers to kill Supari. This is achieved although only after he has shot the baby's mother, and Shakespeare is temporarily cared for at John's flat. However, Symmonds' attempt to show who has the upper hand leads to the death of an innocent adult and, whilst Lenny wants to terminate all contact with the man John sets out to terminate Symmonds. . .
